Short bio

In October 2000, I started my university career by being employed as a Professor Assistant at the Department of Finance within the Faculty of Finance and Banking at the Bucharest University of Economic Studies (BUES). Since then, the disciplines of Public Finance, Budget and public treasury have always been in the core of my academic and research interest. I also have teaching activities for Finance discipline as well as other related disciplines which allowed me to expand the range of issues covered by these fields. The evolution of my career at BUES involves going through all the steps, such as: i) Assistant Professor, 2000-2006; ii) Ph.D., 2006; iii) Lecturer, 2006-2009; iv) Associate Professor, 2009-2014; v) Professor, 2014-present. My tenure at the Department of Finance, in 2000, allowed me to get involved in teaching, scientific research, and administrative activities carried out in a dynamic environment alongside a team of professionals dedicated to finance domain. Within this academic community, I want to strengthen my career, which motivates me to continue to develop professionally. My professional experience is growing through my active participation in activities within national and international universities, professional associations, and business partners involving education, training, research, and evaluation. The output and outcomes of my expertise in the finance domain consist of a variety of actions which contributed to the fulfilment of my responsibilities among the administrative position at FABBV (2012-2024 as Vice-Dean of faculty responsible for research and international relationships), at Romanian Association of Finance and Banking – RoFIBA (starting with 2012, when I was in charge of establishing of RoFIBA and I was elected in the General Assembly to the position of Deputy Executive Director, until Nov.2024). The achievements indicated above are only a small part of my professional involvement that can be completed with other activities, such as: i) International Conference on Finance and Banking FI BA (10 editions starting with 2013 from XI to XX edition); ii) Student’s Scientific Session “The ABC of the Financial World” (10 editions starting with 2013); iii) Working Papers Collection “The ABC of the Financial World” (11 issues, 2013-2023, because in 2008 was also a special issue); iv) International Knowledge Fair (4 editions, 2020-2023); v) International Week (5 editions, 2018-2023, excluding 2020 due to pandemic restrictions); vi) Researchers’ Night (in September, 4 editions, 2019-2023). I also gained professional experience during internships and mobilities held abroad (Switzerland-2002, United Kingdom of Great Britain-2012, Austria-2018, Serbia-2019, Croatia-2022, Bulgaria-2019, 2024), which facilitated my interaction with different university environments. Knowledge, professional experiences, and skills acquired through collaborations with universities, professional associations, and business partners are combined with research activities. The achievements of the research are incorporated in books, articles and papers published, on one hand, and in conference papers, on the other, with validation of the academia reflected in numerous quotations. The scientific, professional, and academic achievements indicated from a holistic perspective based, in particular, on the 10 most representative works, are grouped into four research directions, namely: 1) public debt policy for achieving fiscal sustainability; 2) financial strategies for fiscal sustainability; 3) the effects of fiscal policy on the economy; 4) fiscal sustainability for sustainable economic development. The research results are continuously integrated into my academic and professional activities to ensure the sharing of knowledge with students and to stimulate curiosity for further research on various current topics in the field of finance. Scientific experience is accumulated through almost 25 years of research activities; since at the debut of my academic carrier I had been member of three research project teams between 2000-2005. After the Ph.D. Programme I was Director on 2 research projects (both national and international) and member in 7 teams of the research projects. Also, I attended national and international conferences (more than 23), published papers and journals articles (more than 67 with 8 articles in journals indexed in Web of Science, 57 articles in journals indexed in international databases) and 13 books. The present habilitation thesis is an aggregate presentation of research and professional expertise over 24 years and especially after 2005 when I ended my Ph.D. programme with the Ph.D. scientific grade awarded in 2006. Since 2006, after graduating from the Ph.D. programme in Finance, I dedicated my activities, firstly, to teaching and research, and, secondly, to administrative tasks at the faculty FABBV. I am a proud member of the FABBV faculty and university BUES community.
