Short bio

Florian Neagu is an Associate Professor (PhD) in the Department of Money and Banking within the Faculty of Finance, Insurance, Banking and Stock Exchange (FABBV), and he serves as Director of the Financial Stability Department at the National Bank of Romania. With a professional and academic career spanning over two decades, he combines teaching and research with extensive experience in the banking sector and in the design of banking and macroprudential policies. He graduated from the Bucharest University of Economic Studies in 2000 as valedictorian of FABBV. He teaches, within the BANCAS master’s program, the courses “Financial Stability and Macroprudential Policy,” “Banking Microeconomics,” “Modeling Capital Requirements and Provisions,” and “Modern Banking,” and at the undergraduate level, the course “Money.” In 2025, he obtained his habilitation certificate, allowing him to supervise doctoral studies in the field of Finance. His research interests include financial stability, systemic risks, macroprudential policy, banking, central banking, financial intermediation, green finance, and the role of AI and machine learning in finance. He is the author and co-author of various works and studies published in academic journals or resulting from participation in national and international research projects. In 2025, he founded the Innovative Finance Laboratory within the Faculty of Finance, Insurance, Banking and Stock Exchange. Internationally, he is active in numerous European and global working groups and committees. He was the lead negotiator for Romania during its Presidency of the Council of the European Union, which concluded with the adoption of Regulation (EU) 2019/2176 on macroprudential oversight. He is a member of the Committee on Financial Markets of the OECD, of the NGFS (Network of Central Banks and Supervisors for Greening the Financial System), and of various working groups under the European Systemic Risk Board (ESRB), among others. At the national level, he has coordinated several working groups under the National Committee for Macroprudential Oversight, addressing topics such as the sustainable growth of financial intermediation and support for green finance. Beyond his academic and professional roles, Florian Neagu actively supports institutional dialogue between the National Bank of Romania and the academic environment, serving as coordinator of the collaboration protocol between the NBR and the Bucharest University of Economic Studies, signed in 2021.
